The National Union of Protective Services Associations (NUPSA) is a coalition of Security Enforcement Officers (SEO) Unions and Associations from the Metropolitan Area that serves to advance the interests of America’s Security Enforcement Officers through legislative and legal advocacy, political action and education.
Since it’s founding NUPSA is now the strongest unified voice supporting SEOs in metropolitan Washington, DC, area. NUPSA represents over 25 security enforcement unions and associations, in the DC area and is expanding nationwide. Our locals share a common dedication to fair and effective security control and enforcement.
NUPSA membership works for better government, improved working conditions, and effective law, thereby, enhancing the lives of security professionals, their families, and the lives and property protected by our profession.
National Union of Protective Services Associations (NUPSA)
On September 30, Patricia Moore, former secretary-treasurer of the National Union of Protective Services Associations (NUPSA), was sentenced in U.S. District Court for the District of Columbia to 150 days of home confinement and four years of supervised probation for conspiracy to commit wire fraud from NUPSA and a related Washington, D.C.-based union, the National Union of Law Enforcement Associations. She also was ordered to pay $107,346 in restitution and a $100 assessment. Moore had been charged on October 13, 2011 for defrauding the unions in the amount of $109,866.17; she pleaded guilty two weeks later. The actions follow a joint probe by the U.S. Labor Department’s Office of Labor-Management Standards, Office of Inspector General, and Employee Benefits Security Administration.
As a retired cop, J.C. Stamps was about the last person one would suspect of stealing funds. But he indeed had stolen – and from more than one organization. On June 23, Stamps, a retired detective from the Washington, D.C. Metropolitan Police Department and the founder of two separate unions and a security firm, pleaded guilty in U.S. District Court for the District of Columbia to embezzling nearly $200,000 over a roughly four-year period from the unions. He had been charged on June 9. The charge and guilty plea follow a joint probe by the U.S. Labor Department’s Office of Labor-Management Standards, Office of Inspector General and Employee Benefits Security Administration.
On September 17, J.C. Stamps, founder and former executive director of the National Union of Protective Services Associations and the National Union of Law Enforcement Associations, was sentenced in U.S. District Court for the District of Columbia to nine months in prison, three years of supervised probation, and 100 hours of community service, for embezzling nearly $200,000 from benefit plans of the Washington, D.C.-based unions. He also was ordered to pay restitution of $192,091. Stamps, a Washington, D.C. cop prior to founding the unions, had pleaded guilty in June following a probe by the U.S. Labor Department’s Office of Labor-Management Standards, Employee Benefits Security Administration, and Office of Inspector General.
