On October 14, 2015, Headlee pled guilty to one count of falsification of an annual financial report filed by a labor union, in violation of 29 U.S.C. 439(b). On July 17, Royal, former president of United Government Security Officers of America Local 304, pleaded guilty in U.S. District Court for the Middle District of Pennsylvania to one count of wire fraud in connection with his cumulative theft of $66,989.02 from the Harrisburg union. He had been charged nine days earlier, with the Justice Department filing a tentative plea agreement along with the information count. On June 8, Rodney Horne, former secretary-treasurer of United Government Security Officers of America (UGSOA) Local 34, pleaded guilty in the Circuit Court for Prince George’s County, Maryland to one count of theft from the Washington, D.C.-based union. He then received a sentence of five years of imprisonment, all of which was suspended, and 36 months of unsupervised probation, and ordered to pay $6,045 in restitution. The plea and sentence follow a joint investigation by the U.S. Labor Department’s Office of Labor-Management Standards and the Prince George’s County Police Department.
On April 7, Kenneth Smith, former president of United Government Security Officers of America Local 208, pleaded guilty in the 184th Judicial District Court of Harris County, Texas to theft, and then was sentenced to two years probation and ordered to pay a $1,300 fine. Smith had been charged in October with felony theft in an amount of between $1,500 and $20,000. The sentencing follows an investigation by the U.S. Labor Department’s Office of Labor-Management Standards.
On June 20, Paulette McClure, former financial treasurer for United Government Security Officers of America Local 36, was sentenced in U.S. District Court for the Southern District of Mississippi to three months of incarceration and two months of supervised release for embezzlement of funds from the Port Gibson, Miss.-based union and forgery to cover up the theft. She also was ordered to pay restitution in the amount of $3,161.82. McClure had been charged last December with embezzling $8,166.13 and pleaded guilty in March. Yesterday, on January 8, Ramey, an ex-trustee of United Government Security Officers of America (UGSOA) Local 21, was sentenced in U.S. District Court for the District of Maryland to two years in prison, to be followed by three years of supervised release, for embezzling nearly $380,000 from the Bowie, Md.-based union over a nearly four-year period. She also will have to make full restitution. She had been charged in June, and pleaded guilty later that month. Last Monday, on June 25, Ramey, a former trustee of United Government Security Officers of America International Union (UGSOA) Local 21, pleaded guilty in U.S. District Court for the District of Maryland to embezzling more than $379,000 from the Bowie, Md.-based union over a roughly four-year period. She had been charged nearly three weeks earlier on June 5 following a probe by the Labor Department’s Office of Labor-Management Standards and other agencies. At sentencing this October 12, she faces up to five years in prison and three years of supervised release, plus fines up to $250,000.
On February 19, Michelle Lyn Adler, former treasurer of United Government Security Officers of America Local 24, pleaded guilty in Goodhue County (Minnesota) District Court to theft of between $1,000 and $5,000. She then was sentenced to two years probation and ordered to pay $1,700 in restitution, a $200 fine and an $83 surcharge. The guilty plea and sentencing follow a probe by the Labor Department’s Office of Labor-Management Standards.
