NYPD Officer Brian Mulkeen, NYPD, Officer Down

RIP #NYPD Officer Brian Mulkeen, murdered early this morning in the Bronx…

Just after midnight this morning, a brave NYPD police officer doing the job we asked him to do – the job that New Yorkers needed him to do – was shot and killed.

I will remind you that the information I’m about to give you is preliminary and subject to change as this investigation proceeds.

About 12:30 this morning, NYPD police officers assigned to the Bronx Borough Anti-Crime Unit were patrolling the streets around the Edenwald Houses – 1132 East 229th Street. They were there because of gang activity, which included recent shootings in the area.

NYPD Police Officer Brian Mulkeen, a 33-yr-old Bronx cop, was killed about 12:30 am while doing the courageous work NYers needed him to do. He served for nearly 7 years. There is no worse a moment in our profession than this. Pls keep Brian’s family & colleagues in your thoughts. pic.twitter.com/X1ucOusI77

Behind that location, three officers in one police car got out of their vehicle to question a man. The man fled and a foot pursuit ensued. As Officer Brian Mulkeen and his partner attempted to apprehend the man, a violent struggle on the ground began.

On body-worn camera video, Officer Mulkeen can be heard yelling, “He’s reaching for it – he’s reaching for it.”

Antonio Lavance Williams, NYPD Brian Mulkeen

The ex-con whose hand-to-hand struggle with a Bronx cop for the lawman’s gun ended with both men being shot dead early Sunday has been identified by police sources as Antonio Lavance Williams. Brian Mulkeen (left) and Antonio Lavance Williams.

At this time numerous shots were fired and our officer was struck a total of 3 times.

Five officers at the location fired their service weapons striking the man. The suspect was pronounced deceased on the scene and his firearm – a .32-caliber revolver – was recovered by police. Our critically-injured officer was rushed here to Jacobi Medical Center, where he was pronounced deceased.

Police Officer Brian Mulkeen was 33 years old. He served more than 6-and-a-half years with the New York City Police Department. He was appointed on January 9, 2013. He lived in Yorktown Heights with his girlfriend, who is also a cop in the Bronx.

The suspect is a 27-year-old man who was on probation until 2022 for a narcotics-related arrest last year. He has several prior arrests in various places, including a burglary conviction in Rockland County.

Seabrook Nuclear, United Federation of Special Police and Security Offices union

SEABROOK — A former president of the United Federation of Special Police and Security Offices union representing Seabrook Station nuclear power plant security officers recently admitted to embezzling more than $14,000 from the union.

On October 2, 2015, in the United States District Court District of New Hampshire, Gregory Paradis, former Chief Steward of the United Federation of Special Police and Security Officers (UFSPSO), located in Seabrook, N.H., pled guilty to one count of embezzling $13,493 in union funds, in violation of 29 U.S.C. 501(c).  The plea follows an investigation by the OLMS Boston-Buffalo District Office.

New Hampshire Power Plant Security Officers President Charged

On August 12, Gregory Paradis, former president of United Federation of Special Police and Security Officers (UFSPSO) Local 501, was charged in U.S. District Court for the District of New Hampshire in a one-count indictment with embezzling funds in an unspecified amount from the Seabrook, N.H. union, which represents workers at the nuclear power plant in that community.  UFSPSO, headquartered in Briarcliff Manor (Westchester County), N.Y., is distinct from another security employees union, the National Association of Special Police and Security Officers (NASPSO).  The indictment follows a probe by the U.S. Labor Department’s Office of Labor-Management Standards.

Ex-Seabrook nuke plant security guard admits embezzling

Paradis stole union funds while serving as president

Posted Oct. 14, 2015 at 12:52 PM
Updated Oct 15, 2015 at 9:42 AM

SEABROOK — A former president of the union representing Seabrook Station nuclear power plant security officers recently admitted to embezzling more than $14,000 from the union.

Gregory Paradis pleaded guilty Oct. 2 in federal court to one count of embezzlement and theft of labor union assets as part of a negotiated plea deal. He is scheduled to be sentenced Jan. 12. As part of the deal, prosecutors are recommending Paradis be sentenced to two years probation. The maximum sentence he could have faced was five years in prison and a fine of $250,000.

According to court documents, Paradis became the president of the local United Federation of Special Police and Security Offices union in 2011 and opened a checking account for the group at TD Bank. Paradis and the vice president of the union, whose name was not identified in court records, were the only people who had access to the account that contained union dues.

Court documents state in December 2012, the vice president of the union discovered $15,000 was missing from the account. Paradis blamed a bank error when questioned about the discrepancy by the union vice president, according to court records. When Paradis resigned as president of the union Dec. 21, 2012, and later quit his job as a security guard, the vice president contacted Seabrook police Sgt. Brett Walker about the missing funds.

Court records show Walker spoke with Paradis, who initially denied stealing the money from the union. When questioned about the large withdrawals, Walker said Paradis refused to look at the statements, saying it would “make him sick” because he stole between $5,000 and $7,500.

In a second interview, Paradis told Walker he started taking small amounts from the account when he was out of work for 11 to 15 months due to an ankle injury he sustained playing basketball.

In another interview with Dennis O’Connor, an investigator for the U.S. Department of Labor, Office of Management Standards, Paradis identified 41 occasions when he used the debit card at grocery stores, restaurants, gas stations and other places to purchase items totaling $1,240. He also admitted to using the debit card 88 other times to make cash withdrawals totaling $9,691.

Investigators determined Paradis also stole $1,418 from the union by cashing in a union check in that amount at TD Bank, as well as $1,145 by depositing portions of three other union checks.

As part of the investigation, Paradis wrote a statement admitting the crime. “I was denied short- and long-term disability for reasons I do not understand today,” he wrote. “This was a decision I made to support money for my family to pay bills. I am ashamed of the decision I made and want to make it right. I would like to pay this debt by giving my tax return to the union till I am paid in full.”

Toyin Sobanke is the owner of Tiger Security Group, Inc., which was contracted with the NYC School Construction Authority (NYCSCA) to provide security at school construction sites throughout Brooklyn. The owner of a security firm pleaded guilty Wednesday for stealing more than $45,000 from his seven employees and dodging thousands in taxes.

The owner of a security firm pleaded guilty Wednesday for stealing more than $45,000 from his seven employees and dodging thousands in taxes.

Toyin Sobanke is the owner of Tiger Security Group, Inc., which was contracted with the NYC School Construction Authority (NYCSCA) to provide security at school construction sites throughout Brooklyn.

From Jan. 2009 until Dec. 2013, NYCSCA paid more than $10 million for the services.

“Instead of paying his employees the stated wages under the contract, the defendant shorted his workers and pocketed the difference and cheated the city out of $500,000 on top of that, ” said Brooklyn District Attorney Ken Thompson.

Sobanke, 54, under reported his $600,000 gross income in 2009 and didn’t file any taxes in 2012.

Tiger Security Group Inc

Tiger Security Group, owned by Sobanke, was hired by the NYC School Construction Authority to protect school construction sites throughout Brooklyn.

“He’s accepted full responsibility for the actions of the company,” said Sobanke’s attorney Alfredo Menedez outside of court.

The Bergen Beach resident admitted in Brooklyn Supreme Court that he falsified invoices, payroll certificates and daily sign-out logs to cheat seven employees out of proper hourly wages.

The workers were supposed to receive $17.41 per hour and $23.84 on overtime but were actually paid between $8 to $10 without overtime benefits, prosecutors said.

In exchange for Sobanke’s guilty plea he will pay back $45,368.14 in restitution to the NYCSCA and $500,000 in taxes and penalties to the city’s Department of Finance.

Millstone Power Station, located in southeast Connecticut, generates enough electricity from its two operational units to power about 500,000 homes.

Unit 1 began commercial operation in December 1970, and ceased operating in July 1998. It is being decommissioned. Unit 2 began commercial operation in December 1975, and it generates 869.5 megawatts. Unit 3, which began operating in April 1986, generates 1,210 megawatts. Dominion acquired the station in March 2001.

Situated three miles west-southwest of New London, Millstone was named after the site’s historic granite quarry that produced high-quality millstones and structural building granite.

DALLAS — Surveillance cameras outside Hood Middle School in Dallas captured images of a car in a drive-by shooting early Wednesday morning.

Their target was an armed security guard hired to protect construction equipment at the school in Southeast Dallas.

Dallas Independent School District Police Chief Craig Miller said there were two men in the vehicle. “We know that one of the Hispanic males steps out of the car and says, ‘F the police,’ and at that point, he fires multiple rounds at the officer,” Miller said.
