The Law Enforcement Officers Security Unions LEOSU, United Federation LEOS-PBA has done it again by negotiating the highest single wage increase for the Paragon Protective Service officers PSO’s in New York City in the history of this contract after the our Union was successful in negotiating a $3.00 wage increase.

In addition to the above our Union was successful in increasing these Paragon Systems New York City PSO’s health & welfare rate as well as increasing the payrate of a top secret clearance an additional $3.00 an hour over and above their $33.50 an hour rate.

When the Law Enforcement Officers Security Unions LEOSU, United Federation LEOS-PBA originally organized this unit 2 years ago these Paragon Systems New York City PSO’s were making $26.67 per hour and were the lowest paid PSO’s in New York City. To date they are now the highest paid PSO’s in New York City. Noted

UFLEOS-PBA Negotiates an Unprecedented $2.25 Wage Increase for Paragon PSO’s in Los Angeles CA

8/12/2022 – The United Federation LEOS-PBA and its Los Angeles Local 1 Executive Board met with Paragon Systems, Inc President Les Kaciban yesterday by Zoom for negotiations to discuss upcoming wage & health and welfare increases on behalf of 400 plus Los Angeles PSO’s.

In an unprecedented negotiations, the United Federation LEOS-PBA and its Los Angeles Local 1 Executive Board was able to negotiate a wage increase of $2.00 an hour which will increase these Paragon Systems Los Angeles PSO’s hourly rate from $35.92 to $37.92 an hour effective October 1, 2022 and a $0.25 cent wage increase in their health & welfare from $5.00 an hour to $5.25 an hour which totals a $2.25 dollar total increase amounting to a 6.3% wage increase, $4,680.00 total increase per year based on 2,080 hours.

The original offer on the table was a $1.00 increase plus $0.25 cents in the health and welfare. However after the Local 1 Executive Board spoke with Paragon President Les Kaciban about how the job has become more difficult to do as well as the cost of living rising in the area, he agreed to give the PSO’s in Los Angeles an extra dollar.

Below is the Old CBA we just found going back to 2007. Back then the Los Angeles PSO’s were making only $23.00 an hour and the Health & Welfare was $3.00 an hour. From the period from October 1, 2007 until October 1, 2020 your wages increased to $23.00 to $34.54 which equals to $11.54 in a 13 year period or a $0.88 cent raise per year. Since our Union came in we were successful in brining your wages up from $34.54 an hour to $37.92 in just two wage increases and your Health & Welfare from $4.85 per hour to $5.25 per hour with more to come.

“This is the highest wage increase we have every received on this contract from any union on this Los Angeles contract. noted Paragon System PSO & UFLEOS- PBA California Director Anthony Rodriquez

“We were lucky if we received a $0.75 cent raise each year from our prior union. Now under the United Federation LEOS-PBA our PSO’s will be receiving a $2.25 cent increase a 6.3% wage increase in one jump” noted Michael Nugiud Local 1 President.

In addition to receiving a $2.25 the Paragon System PSO’s in Riverside & San Bernardino effective October 1, 2022 will now be become part of the Los Angeles contract which will now bring their hourly wages up an additional $2.37 cents per hour as well as receiving and additional Health & Welfare increase of $0.40 cents an hour for a total of a 8% wage increase.

A few months back the United Federation was also successful in negotiating a Kaiser health plan which offered better benefits at a lower monthly cost to our members.

Today, National Labor Relations Board General Counsel Jennifer Abruzzo issued a memorandum to all Field offices announcing that she will ask the Board to find mandatory meetings in which employees are forced to listen to employer speech concerning the exercise of their statutory labor rights, including captive audience meetings, a violation of the National Labor Relations Act (NLRA).

General Counsel Abruzzo explains that the Board has long-recognized that the Act protects employees’ right to listen to—or refrain from listening to—employer speech concerning their rights to act collectively to improve their workplace. Forcing employees to attend captive audience meetings under threat of discipline discourages employees from exercising their right to refrain from listening to this speech and is therefore inconsistent with the NLRA.

The memo explains that years ago the Board incorrectly concluded that an employer does not violate the Act by compelling its employees to attend meetings in which it makes speeches urging them to reject union representation.  As a result, employers commonly use explicit or implied threats to force employees into meetings about unionization or other statutorily protected activity.  

“This license to coerce is an anomaly in labor law, inconsistent with the Act’s protection of employees’ free choice. It is based on a fundamental misunderstanding of employers’ speech rights,” said General Counsel Jennifer Abruzzo. “I believe that the NLRB case precedent, which has tolerated such meetings, is at odds with fundamental labor-law principles, our statutory language, and our Congressional mandate. Because of this, I plan to urge the Board to reconsider such precedent and find mandatory meetings of this sort unlawful.”

The General Counsel states that she will urge the Board to correct that anomaly and propose they adopt sensible assurances that an employer must convey to employees in order to make clear that their attendance at these meetings is truly voluntary.  Such an approach will appropriately protect employers’ free-speech rights to express views, arguments, or opinions concerning the employees’ exercise of their protected labor rights without unduly infringing on the rights of employees to refrain, or not, from listening to such expressions.

I am applying for jobs around where I live in West Virginia. I have filled out the application and did the recorded interview questions. I automated/robot recruiter said I pass that portion and should expect instructions for a live interview. I have not been contacted by phone or online or text. I have also tried to contact my closest branch office, but that number seem to be out of service. I have also left messages in the Pittsburgh office asking for help. Not response either.
