What are Special Police Officers?

As a special police officer, you provide safety and security services for an assigned area or company. You may work as an auxiliary police officer for the police force to provide support for full-time officers, or you may work in a fire police or company police unit. Federal buildings such as the Navy Yard in Washington DC, Hospitals, university campuses, and museums just to name a few often rely on special police officers to keep the peace. Your job duties are similar to those of other law enforcement officials. You may direct traffic, make traffic stops, conduct investigations and make arrests. Depending where you work, you may or may not carry a firearm.

What is special police in Washington DC?

The term Special Police Officer (SPO), is any person who is commissioned which have been approved pursuant to this act, and who may be authorized to carry a weapon. They are privately commissioned police officers with full arrest powers within an area or premises which the officer has been employed to protect.

RESPONSIBILITIES:

Protect personnel and property in a professional manner
Meet and deal tactfully and politely with general public
Effectively and efficiently screen and process visitors
Conduct internal and external roving foot patrols
Direct traffic
Ability to maintain excellent detection rate on x ray machine
Detect and respond to alarms and emergencies
Secure entrances and exits during emergencies
Control keys and lock combinations
Communicate and remain accessible via two way radio or company issued cellular phone
Understand and comply with all requirements defined within company documents to include: Post and General Orders, plans, policies, procedures.
Observe and report all offenses/incidents
Perform reporting on utility systems
Provide first aid, CPR, and assist during emergencies as necessary.
Must be able to wear protective body armor as a part of the duty uniform.
Maintain mandated training requirements in accordance with company guidance.
Maintain physical fitness, agility requirements, and weapons qualifications.
Ensure safety requirements compliance and safe work practices.
Support safety programs Participate in Quality and Process Improvement programs.
Perform other duties as assigned.
Regular, in-person attendance is required.

Special police officer shall have the same powers as a law enforcement officer to Arrest without a warrant for offenses committed within the premises to which his or her jurisdiction extends or outside the premises on a fresh pursuit for offenses committed on the premises. C. Code §23-582A.
​
Special police officers appointed pursuant to § 1100.1 shall be strictly confined in their authority to the particular place or property which they are commissioned to protect.
​
To protect the property of one person or corporation located in various sections of the District of Columbia and in more than one police district, and to protect money, securities, or other property being transported between the locations of the property of that person or corporation, or between those locations and certain banks or other depositories. All locations of property, banks, or other places pursuant to § 1101.2 shall be specified upon the face of the commission issued to those special police officers.

Former Correctional Officer & Security Guard Found Guilty of Rape

 HILLSBORO, Oregon  Feb 21 2022 A Washington County jury found a man guilty of first-degree rape and two counts of first-degree sodomy on Friday.

In October of 2018, the victim, who was living out of state at the time, was alerted to a video posted to a pornographic website. It depicted the victim engaged in sexual activity with an unidentified man. The victim had limited memory of the encounter and had no recollection that it was recorded.

The victim reported the video to police. Investigators found it and confirmed it depicted the victim.
In November 2018, the victim received a friend request from a stranger on social media. She accepted Jorge Ulises Serrano’s request and he began messaging her. The victim realized that she met the defendant when he worked as a security guard at her apartment complex.

Serrano later admitted that he engaged in sexual activity with her despite knowing that she was highly intoxicated. He also admitted that he committed various acts after she fell unconscious.

Serrano worked as a security guard from July 2014 to June 2015. He was a corrections deputy with the Jefferson County Sheriff’s Office from July 2017 to November 2018. Investigators said he uploaded the video of the woman during his time in Jefferson County.

He was terminated from that job prior to the allegations against him, according to detectives.
As the investigation continued, detectives said they identified six additional victims of Serrano.

Investigators said Serrano used social media to meet women and underage girls.

Serrano was also suspected to have uploaded intimate photos and videos of multiple women without their knowledge, according to deputies.

He was convicted of rape in Marion County where he was given 40 years in prison.

On February 8th our attorney Jon Axelrod of the law firm of Beins, Axelrod and Keating P.C. filed a petition with the National Labor Relations Board NLRB Case Number: 05-RC-290241 to represent the Protective Service Officers working at the IRS HQ in Washington DC. The following day our attorney filed another NLRB petition with the National Labor Relations Board NLRB Case Number: 05-RC-290307 to represent the Protective Service Officers Working at New Carrollton, Maryland facility.

Both of these IRS facilities are now under contract with a rival union out of Roseville Michigan. These Hana Industry Protective Service Officers Working at IRS HQ & New Carrollton have chosen to switch unions after their present Union have failed to service the members properly.

One Protective Service Officer PSO’s who wishes to remain anonymous noted “that the time has come to switch Unions after receiving several hate text messages and other anti-union propaganda from their current union. Our present Union is more concerned with spreading hate messages then actually representing its own membership.”

Most recently in another embarrassing loss, 235 Akima Global Services Inc Case Number: 28-RC-285574 full-time and regular part-time detention officers, armed detention officers, and armed transportation officers performing guard duties as defined in Section 9(b)(3) of the National Labor Relations Act, employed by the Employer at the ICE Detention Center in Florence Arizona, under contract to the United States Immigration and Customs Enforcement, Contract # 70CDCR20D00000004 voted to leave this same Union by a score of 72 to 14.

A NLRB hearing is set for March 4th.

PHILADELPHIA – A Philadelphia police SWAT officer was treated and released at a local hospital after police say he was shot in his bulletproof vest in North Philadelphia while serving a warrant.
The incident occurred Friday afternoon on the 100 block of West Lehigh Avenue. 

Police tell FOX 29 the officer was serving a drug warrant inside a three-story building. As the SWAT team was approaching the third floor unit they say a suspect fired at least two shots through the wall.

The lead SWAT officer was struck once in the chest, and the round struck his bulletproof vest.

A man was arrested after allegedly shooting a security guard in the face with a pepper spray gun at a YMCA in Fairfield County.

Billy Pettway, of Bridgeport, was arrested around 11:30 p.m., Thursday, Feb. 3, at the State Street YMCA in Bridgeport.

According to Scott Appleby, director of Emergency Management for Bridgeport, officials originally were informed that the security guard was shot in the face with a BB gun, and police were immediately dispatched.

Once on the scene, officers came across the security guard bleeding from his face and a strong odor of pepper spray in the lobby and security office.

An investigation found that Pettway was being disruptive in the lobby and approached the security office window where he discharged a “pepper spray gun,” Appleby said.
