HILLSBORO, Oregon Feb 21 2022 A Washington County jury found a man guilty of first-degree rape and two counts of first-degree sodomy on Friday.
In October of 2018, the victim, who was living out of state at the time, was alerted to a video posted to a pornographic website. It depicted the victim engaged in sexual activity with an unidentified man. The victim had limited memory of the encounter and had no recollection that it was recorded.
The victim reported the video to police. Investigators found it and confirmed it depicted the victim. In November 2018, the victim received a friend request from a stranger on social media. She accepted Jorge Ulises Serrano’s request and he began messaging her. The victim realized that she met the defendant when he worked as a security guard at her apartment complex.
Serrano later admitted that he engaged in sexual activity with her despite knowing that she was highly intoxicated. He also admitted that he committed various acts after she fell unconscious.
Serrano worked as a security guard from July 2014 to June 2015. He was a corrections deputy with the Jefferson County Sheriff’s Office from July 2017 to November 2018. Investigators said he uploaded the video of the woman during his time in Jefferson County.
He was terminated from that job prior to the allegations against him, according to detectives. As the investigation continued, detectives said they identified six additional victims of Serrano.
Investigators said Serrano used social media to meet women and underage girls.
Serrano was also suspected to have uploaded intimate photos and videos of multiple women without their knowledge, according to deputies.
He was convicted of rape in Marion County where he was given 40 years in prison.

“The security industry is very different from the law enforcement profession,” says Walters. “They have limited powers, they don’t have the same ability to detain or arrest, or as it relates to search and seizures. But they’re often taking on the same types of roles as law enforcement officers.”
Walters says that guards often have a small fraction of the training that police officers usually get. In the state of California, for example, a police officer is required to get a minimum of 600 hours of training—an armed guard gets about 54 hours.
“The difference there is huge,” she says.
In addition to training, regulations regarding background checks for armed guards also vary widely by state.

An unarmed security guard was on duty at the San Bernardino social services center where terrorism suspects Syed Rizwan Farook and Tashfeen Malik drove up in a black SUV, exited the vehicle equipped with masks and rifles and killed 14 people at an office holiday party, a spokeswoman for the center said Friday.
Leeza Hoyt, a public relations specialist hired by the Inland Regional Center — which serves people with developmental disabilities — said she was not sure where the guard was when Farook and Malik arrived and carried out their assault. The guard, she said, typically “roves the parking lot” of the sprawling complex.
The ineffectiveness of the unarmed guard in stopping the San Bernardino assault could revive the ongoing debate over expanding armed security, be it private guards or police officers, to public places in order to cope with the wave of mass shootings in the U.S. over the past several years.
On December 2, 2015, Syed Rizwan Farook and Tashfeen Malik, a married couple, shot and killed 14 people and injured 21 others at the Inland Regional Center in San Bernardino, California, United States. They targeted a San Bernardino County Department of Public Health training event and holiday party with about 80 employees in attendance at the rented auditorium. Before the shooting, Syed Farook had attended the event as an employee. After the shooting, the couple fled in an SUV. About four hours later, the two perpetrators were pursued in their vehicle by police and killed during an exchange of gunfire. The FBI began a counter-terrorism investigation because of the equipment used, the couples’ recent travel to the Middle East, and the discovery of a Facebook post attributed to Malik in which she pledged allegiance (Bay’ah) to the caliph of the Islamic State of Iraq and the Levant (ISIL), close to time of the shooting. The attack was the second-deadliest mass shooting in California after the 1984 San Ysidro McDonald’s massacre, and the deadliest in the U.S. since the 2012 Sandy Hook Elementary School shooting.

Police say the man and the guard began to struggle, but the guard was able to keep his weapon during the incident. The suspect was taken into custody and was arrested for aggravated assault of a law enforcement officer since the guard was considered a law enforcement officer at the time.
